GENERAL DESCRIPTION OF WORK: Reports to the Senior Vice President of Planning and Development and is responsible for VIA's engineering and passenger amenities department functions. Assists the Senior Vice President in preparing the division's manpower and budget activities. This position is responsible for supporting the Senior Vice President of Planning and Development in all activities related to the organizational goals, including hiring, employee training and retention, and overall program delivery. Oversees and monitors the work in the Engineering department, as well as third-party engineering review. Responsible for the engineering, design, and constructability review of the vertical and horizontal capital projects, including design development, construction drawings, and final engineering design. Assists in bid document preparation and review, evaluation of bids, and construction administration. Coordinates closely with and ensures project concurrence from all internal VIA stakeholders and external public and private agency partners as necessary to achieve project goals and objectives through effective resource management and facilitation of project solutions. Prepares and/or gives presentations to senior management, VIA Board of Trustees, the media, political entities, and outside groups/organizations. Discussions may often involve complex, sensitive and/or confidential issues. ESSENTIAL FUNCTIONS: Plans and performs highly complex or technical work where no procedures or standard methods are available. Duties require a high degree of originality, initiative and independent thought and action to deal with complex factors difficult to evaluate. Oversees the work performed under the Manager of Engineering and the Director of Passenger Amenities. Provides oversight and monitors all engineering and design phases, including procurement and contract activities of vertical and horizontal capital projects, to ensure that all deliverables and other work products meet and comply with all appropriate local, state, and federal standards. Supports VIA’s major capital projects associated with the Keep San Antonio Moving program during all design phases. Prepares and/or reviews project budgets, schedules, or specifications for labor and/or materials, bids, and documents for capital projects. Develops and/or assists in creating Requests for Proposal (RFP) and Requests for Qualifications (RFQ) for capital project planning, feasibility, engineering/design services, and construction/delivery. Coordinates with other agency partners, business and community leaders, and neighborhoods to identify shared goals and objectives and achieve consensus for advancement of a cost-effective design solution. Analyzes contract order modifications, and contracts to ascertain the most qualified consultants or market fairness in pricing. Prepares reports including cost or price analysis data as required. Develops, implements, and monitors policies and procedures to assure consistency with best industry practices and applicable company-wide policies. Requires administrative direction, setting own standard of performance, limited only by company policy and budgets. Has direct responsibility for final results. Develops management, teamwork, and leadership skills in team members through example, guidance, training, and delegation. Oversees and manages VIA’s capital projects, including development of new transit passenger facilities and non-passenger facilities. Coordinates VIA's service needs with capital projects. Oversees and manages VIA’s existing facilities related to rehabilitation or remodeling work. Oversees the workforce in a safe, cost-effective way to meet the demand of service delivery. Evaluates need for outside consultants after considering internal resources. If outside consultants are deemed necessary, oversee the formulation of scopes of work, estimate budgets, coordinates procurements, and monitors and directs planning consultant contracts for the agency. Updates the VIA Board of Trustees/ATD Board, the President/ CEO, and Senior Vice President on project and program status through written reports or correspondence; formal presentations and/or informational discussions. Identifies project problems and develops solutions to address issues. Tracks problems in order to find resolutions in the quickest, most efficient and responsible way possible. Continually reviews projects to assure adherence to deadlines/target dates and to gather explanatory information and take effective actions when there are deviations. Maintains a network of contacts with outside entities, such as the City of San Antonio (COSA), Texas Department of Transportation (TxDOT), Bexar County, Regional Mobility Authority (RMA), etc. This job description excludes marginal functions that are incidental to performing the job. Other duties may exist. REQUIRED EDUCATION AND EXPERIENCE: Bachelor’s degree in Civil or Transportation Engineering with ten (10) years of project experience with six (6) years of supervisory experience. Experience with plans, specifications, and estimates (PS&E) and progressive transportation project management is required. Registration as a Professional Engineer in the State of Texas is required. PREFERRED QUALIFICATIONS: Experience with design and construction of rapid transit projects. ADDITIONAL REQUIREMENTS: Must be capable of managing complex projects and consultant contracts. Must be capable of planning, organizing, and controlling the architectural and engineering segment of VIA's business, giving clear and concise directions to consultants for the effective completion of the agency's capital project development and delivery. Must possess knowledge of the principles, practices, and techniques of capital project planning, development, delivery, scheduling, and cost and document control and the ability to apply these to practical situations. Must have good judgment and analytical skills. Must have good mathematical, writing, and verbal communication skills and have the mental and physical ability to read and compose complex materials. Must be able to maintain effective communications with people both inside and outside the VIA organization. Must be credible and have the ability to interact effectively with individuals at all levels of the organization, using tact, discretion and diplomacy. Requires the ability to maintain confidentiality of sensitive information. Must have the ability to conduct research, reach independent judgments, and advise staff of the most advantageous course of action. Requires considerable initiative and independent judgment and must be able to work with minimal administrative direction only. Must know project management techniques and be able to perform scheduling and make timeline diagrams using PC software. Must be able to collect and analyze data and make recommendations.
