GENERAL DESCRIPTION OF WORK: Act as VIA’s responsible agent with all Local, State and Federal regulatory agencies. Responsible for the development, planning, coordination, fiscal oversight and overall management and compliance of VIA’s Environmental Management Plan. Works to effectively minimize the environmental impact of VIA operations. Responsible for communicating VIA’s environmental policy, activities, and benefits to stakeholders within and outside of the VIA organization. Works closely with all federal, state and local jurisdictions which minimally include; the Environmental Protection Agency (EPA), Resources Conservation and Recovery Act (RCRA), Underground Storage Tank (UST) program, Clean Water Act, Safe Drinking Water Act, Clean Air Act, Texas Commission on Environmental Quality (TCEQ), San Antonio Water System (SAWS), San Antonio River Authority (SARA) and the Texas Department of Health (TDH) to ensure VIA’s highest level of compliance and overall efforts to sustain and improve the program of protecting human health and the environment. Manages, conducts field sampling and analysis, provides training to staff, updates documents and files all pertinent records for various environmental programs and permits such as VIA’s safety data sheets and the Blood Borne Pathogens Programs. Ensures commitment to safety through consistent and professional behaviors in performance of job requirements that demonstrate safety is a fundamental value that guides all aspects of our work. ESSENTIAL FUNCTIONS: Engages in strong leadership and innovative thinking in positioning VIA as a well-regarded community leader in the implementation of highly effective programs of environmental stewardship. Oversee the development, implementation and administration of VIA’s Environmental and Sustainability Management System (ESMS) with use of policy, benchmarks, goals, procedures and performance metrics to ensure agency adherence to environmental and sustainability plans. Manages all aspects of environmental performance, compliance, and programs. Environmental programs minimally include storm water, wastewater, waste management, recycling, environmental compliance, environmental cleanup, chemical use, and capital improvements. Conduct facility audits and inspections to ensure that proper procedures are followed. Work with onsite personnel to correct issues. Prepare and implement environmental standard operating procedures and systems consistently at all VIA facilities. Investigates and evaluates safety recommendations. Responsible for communicating environmental program information to internal and external stakeholders to ensure program responsibilities and expectations are clearly understood. Interacts and confers with outside agencies to gather information and influence decisions. Write grant applications and reports. Solicits grant partnerships. Develops and administers VIA’s environmental plans. Ensures that all environmental related policies, plans, reports, permits, and procedures are compliant with applicable regulation. Performs environmental, legal, scientific, and risk management research and analysis to develop policies, programs, and procedures to attain VIA’s environmental objectives. Responsible for participating in contingency plans and responding to accidents involving environmental and hazardous waste issues. Provides technical assistance during spills and other environmental emergencies. Coordination of spill response activities may occur outside of normal work hours. Produces, publishes and maintains a System Disaster Plan. Works closely with other staff in the planning, forecasting and development of capital and operational budgets and specifications for improvements and repairs of environmental infrastructure including underground storage tank systems, water treatment systems, spill containment, and other systems. Prepare work scopes, specifications, and bid documents, and oversee the work of contractors, consultants and other staff. Monitor vendor activities to assure contractual compliance and track costs. Prepare recommendations for sustainability policy, strategy, goals and objectives for executive management review. Updates the VIA Board of Trustees and executive management on environmental plans and projects. This job description excludes marginal functions that are incidental to performing the job. Other duties may exist. REQUIRED EDUCATION AND EXPERIENCE: Bachelor’s degree in Environmental Sciences, Environmental Policy, Engineering, Management or related field and ten (10) years’ experience in administration of environmental regulatory and sustainability programs with two (2) years supervisory experience. Experience may be substituted in lieu of education on a year-for-year basis up to four years. PREFERRED QUALIFICATIONS: N/A ADDITIONAL REQUIREMENTS: Ability to be on-call and respond to safety and/or environmental emergencies 24-7 on a rotating basis throughout the VIA service area. Knowledge of environmental risks and industry accepted risk mitigation practices. Thorough understanding of environmental sustainability practices and knowledge of the handling and disposal of hazardous waste materials to include environmental safety techniques and practices. Ability to establish and maintain good working relationships with employees, supervisors, the public, and personnel at all levels of the organization including the Board of Trustees. Excellent interpersonal skills and the ability to maintain effective working relationships and influence the behavior of individuals and audiences to achieve program objectives. Ability to maintain complex records and compile reports. Ability to read and comprehend analyze, and synthesize complex material such as reports, references, manuals, federal regulations, city regulations, state regulations and instructions. Advanced oral and written communication skills necessary to effectively convey fully supported informational reports and recommendations in memos and formal presentations (written and oral). Ability to stay abreast of all environmental regulation applicable to VIA. Must have a general knowledge of transit operations and how they relate to environmental regulation and sustainability. Capable of good judgment and working independently to achieve time sensitive goals and objectives. Must be capable of effectively prioritizing and resolving issues under stressful conditions. Ability to perform phases of analytical work. Ability to recognize and evaluate problems; and formulate, develop, and implement solutions. Ability to plan and supervise the work of others. Excellent mathematical skills and a practical understanding of physical sciences. Must be able to maintain good work attendance. PHYSICAL REQUIREMENTS: Physical ability required to be mobile, bend, stoop, stand, reach and lift objects weighing 5-25 pounds such as files, supplies, equipment and large heavy reference manuals and books. WORK ENVIRONMENTS: Work involves deadlines, multiple priorities, objectives, and a high degree of accountability. Requires the ability to maintain confidentiality of sensitive information. Works within an office environment but makes frequent field investigations and regularly attends meetings both on and off VIA property. Work within normal shop and yard facility environment. Work involves being around moving machinery and exposure to dust, fumes, gases, noises and unfavorable weather conditions. Work occasionally involves local and overnight travel away from VIA facilities to job sites, meetings, training and conferences. Work may involve unusual and extended working hours. Continuously call to report to emergency situations.
