Long Term Consultant: National Specialist: Financial Management Specialist - ADB LAO Sustainable Agrifood Systems Sector Project

Background:Winrock International is recruitingaNational Specialist:Financial Management Specialist for anAsian DevelopmentBank(ADB)opportunity in Laos focused on Sustainable Agrifood systems.The projectwill contribute tofood security and nutrition improved, and agricultural value addition increasedin a climate resilient and gender-responsive manner in Lao PDR. The project will work in the target value chains of bamboo, cassava, coffee, durian, and tea. This position will be a part-time consultancy that will require a commitment of45person months over a5-yearperiod.

Location:Laos

Major Responsibilities:

Support the International Specialist on

Finance and Accounting

• Keep updated with the project documents, ADB's financial policies, the government's financialrulesand regulations,

• Setup projectfinancial managementsystems including the preparation offinancial managementmanual and procurement of thefinancial managementsoftware,

• Ensure that projectfinancial managementsystemis in compliance withADB's and government requirements,

• Assist the Project Management Unit (PMU) and Project Implementation Units (PIUs) in managing advance and sub-account for smooth implementation of the project,

• Assist the PMU and PIUs in preparing WAs including submission to MOF and ADB,

• Assist the PMU and PIUs to prepare annual disbursement plan,

• Assist the PMU and PIUs to prepare project financial statements as per ADB's requirement

Auditing

• Facilitate internal and external auditors to conduct project audits

• Provide necessary documents and support the audits

• Advisefindings of internal and external audit to EAs and IAs

Capacity Building of Financial and Accounting Staff

• Provide capacity building supportand training to projectfinancial managementstaff

• Support PMU and PIUs to conductfinancial managementrelated training to projectfinancial managementstaff.

Qualifications

Education:Bachelor's degree in accounting or financeand professional accounting or finance certification such as CA, CPA, CPA, or ACCA

Experience:

• At least20years' experience in accounting and auditing

• Familiar with the requirements of the international developmentagencies requirementsin financial intermediary designed projects.

• A strong understanding of the Government of Lao PDR'sfinancial managementregulations(required)

• Experience working in LAO PDR preferred

• Experience working with ADB preferred.

• ExperienceworkinginASEAN countries-particularly inLao PDR,Vietnam, andCambodiaconsideredasanadvantage

Computer Skills:Proficiencyin using Microsoft Office software, including Word, Outlook, and PowerPoint. Advancedproficiencyin Excel is preferred.

Communication Skills:Strong written and verbal communication skills arerequired, including effective public speaking and the ability to communicate complex issues both verbally and in written form.

Language:Fluent inEnglish (written and spoken),Thaior Lao language skills (preferred)

Physical Demands:This positionmay require regional travel
